This page contains helpful information to assist registered users in utilizing the Local Government Services Portal.

BROWSER REQUIREMENTS:

SUBMIT A REPORT ONLINE - follow the 4 steps below:

Okta provides a convenient way to access authorized eGovernment services using one username and password.

  1. Navigate to the Local Government Services Portal, and click "Login" 
    • LGS Portal login
  2. You will be prompted to provide your Okta Login information
    • If you do not have an Okta account, click the Sign up link next to "Don't have an Account"
    • Once you've created your Okta account, contact our help desk to have the LGS Portal added to your applications 
    • See https://okta.mt.gov/Help for assistance using Okta
  3. Provide your Okta credentials and click "Sign In"
  4. You will be logged into Okta
  5. Find Local Government Services Portal in your applications or by searching for it and clicking on the application:

  6. If the application does not come up, please contact our Help Desk and provide us with your email address

PLEASE NOTE - Your LGS Portal contact information (first name, last name, email, and phone) originates from your Okta account. If you need to update this information in the future, then you will need to edit your Okta account information.

Becoming a "Registered User" associates your LGS Portal account with a local government entity, and provides you with additional functionality. If you need to be associated with more than one entity, you will complete this process for each entity.

  1. Navigate to the LGS Local Government Entity Portal Homepage
  2. Click the drop-down arrow next to your name

    Register With Entity

  3. Click "Register With Entity..."
  4. Complete the "Entity Information" fields, and click "Register"
    • Your "Contact Information" originates from your Okta account
  5. A request will be submitted to Local Government Services, and will be approved within 3 business days
  6. Once approved, you will receive a verification e-mail
  7. When you login to the LGS Portal, you will notice the entity now appears next to your name
    • If you register with more than one entity, a list of these entities displays after you click the drop-down arrow next to your name
    • To "Switch Entity," you simply click the entity's name in the list

All the forms and information needed to complete Annual Financial Reports (AFR),Audit Reports,Financial Reviews, andContractscan be found on the Accounting & Annual Financial Report Resources and Audit & Financial Review Resources pages.



Local Governments are responsible for submitting their Annual Financial Report and, if a County, City, or Town, their Budget. They are also responsible for ensuring the Audit Report,Financial Review, and Audit Contract are submitted, although the contracted audit firms generally submit these documents. Before an Audit Report can be uploaded, the portal requires the audit firm's transmittal information.

ANNUAL FINANCIAL REPORTS

  1. Click the "Annual Financial Reports" navigation link.
  2. Highlight the applicable record and press "Open."
  3. There are no fields that you need to complete before uploading a document.
  4. Go to the "Uploading a Document" section below.

AUDITS AND FINANCIAL REVIEWS

  1. Click the "Audits & Financial Reviews" navigation link.
  2. Highlight the applicable record and press "Open."
  3. Complete the "Audit Report Transmittal Information" fields.
    • Note: You will no longer need to submit a separate Audit Transmittal Sheet, because you're completing the form online.
  4. Go to the "Uploading a Document" section below.

BUDGETS (Counties, Cities, and Towns)

  1. Click the "Budgets" navigation link.
  2. Highlight the applicable Budget record and click "Open."
  3. Complete the applicable "Values."
    • Note: Counties will complete all fields, whereas Cities and Towns will skip the "Road Taxable Value."
  4. Go to the "Uploading a Document" section below.

CONTRACTS (for Audits and Financial Reviews)

  1. Click the "Contracts" navigation link.
  2. If the Contract record was created previously, highlight the applicable record and click "Open."
  3. If you don't see the Contract record, you will need to create a new record by clicking "New" and completing the "Contract Information" and "Audit Firm" fields that are white.
  4. Go to the "Uploading a Document" section below.

UPLOADING A DOCUMENT

  1. Find the "Documents" section at the bottom of the portal form and click "New."
  2. Under "File," click "Choose File" and locate the file you would like to upload.
  3. Click "Submit."
  4. Repeat steps 5 through 7 until you have uploaded all documents.
  5. Click "Save" (bottom, right of form).
  6. Click "Submit" confirmation button (top, right of form).
    • Note: By pressing "Submit", you are acknowledging that as a representative of the entity, all information is correct to the best of your knowledge.

FAQs - Frequently Asked Questions:

Try deleting your browsing history (cache) or use another browser (i.e. Mozilla Firefox or Google Chrome).
Press the report form’s section name (e.g. Budget Information, Documents, Audit/Financial Review Information) to see if the fields reappear underneath.
Only users registered with an entity can upload an entity’s DLL. Once the DLL is uploaded, LGS will retrieve and remove from the Portal.
LGS needs to approve your registration before you will receive an email. If you haven’t received an email within three business days after registering, contact the help desk by emailing LGSPortalRegistration@mt.gov.
Press the "Audits & Financial Reviews" navigation link. Highlight the applicable record and press "Open." Fill in the "Audit Report Transmittal Information" fields before uploading your document.
Press the "Contracts" navigation link. If you don’t see the applicable Contract record listed in the view, you will need to create a record by pressing "New" and filling out the "Contract Information" and "Audit Firm Information" fields that are white. If the Contract record was created previously, highlight the applicable record and press "Open."
Press the "Budgets" navigation link. Highlight the applicable Budget record and press "Open." Fill in the applicable "Values" fields that are white, before uploading your document.
The portal will accept documents up to 250MB. If your document is larger, you can upload as more than one document through the portal, or you can use the Montana File Transfer Service, https://transfer.mt.gov/, which will take documents as large as 2GB.
